oh! and push セット(Set) and then ok and it will be added to the .oto file

Utau doesn't show up in japanese for me, is there a little letter next to it?

Start with opening UTAU:
Click the (S) or~ just ctrl+G:
the numbers are the numbers that are set in the .oto file:
if you push the long button on the right that says エディタを起動 and then youll get:
close out using that bottom right button
then this is what the .oto may look like when your all done with it

cuase if a note is too short then it will sound cut off if a note is to long it will sound steched
